Registrar Update

A few vacant plots at both garden sites but more applications coming in.

There is a request to hold a straw bale gardening demonstration from a student group called the Edible Landscapes Committee. They would hold this by the shed, and the straw bales would be organic. They have been asked to apply for a permit with the Preserve. The committee agreed to allow this provided they get the permit.

There is a request from a researcher studying pollinators to take photos in the gardens. She will stay on the paths, and has a Preserve permit. The committee approved.

Mexican Bean Beetles have been confirmed at UH Gardens. We have been ordering the Parasitic Wasps from the NJ dept of Agriculture. The cost will be around $200. With a motion by Karen seconded by Ron, the committee approved the purchase of wasps. If Bean Beetles are seen in the Gardens they should be reported to Lily.

There is no budget update because there are still no financial reports available from Business Services.

The People’s Farm will have a workday on June 20th and gardeners will be able to sign up. Lily suggested they remove hemlock before the general workday since it is very poisonous, and there is a risk of a phototoxic rash from the sap. Lily will tell people to wear protective clothing.

We could consider moving some leaf mulch into smaller piles that comply with the DNR regulation requirement after July 1 so that we can keep mulch available.

When is the comment period for the new road? No timeline for the road has been set yet. However, it will be decided soon. Jolene: The road is tied to the building of the new visitor center, so make comments soon.

Minutes With a motion by Ron and seconded by Barb A the April 2026 minutes were approved.

Access road update from Rhonda: The new service road to the PP storage area is a part of the Frautschi Center project. Map shared. The existing driveway will shift south. There is a problem with the plan for the dumpster that will need to be addressed. The access will be difficult as it is. The storm water management will be improved, and the culverts will be improved. The road for vehicles will be 14 feet wide with pull-offs for trucks to pass. The access will be secure. A stop sign will be added to the top of the hill on Lake Mendota drive.
Concerns are discussed about the safety of crossing Lake Mendota dr. Gardeners would like a change to the curvy pedestrian entrance on the map that will take gardeners in behind the dumpster and porta-potty. This will be reevaluated. There is also concern about adequate access to the leaf and weed piles by trucks. Rhonda will ask Shorewood about this. They need to get a front-end loader in there and maneuver.

 
The timeline for the project is uncertain. Some trees will need to be removed. The Garden footprint will not change, and no lights will be added.

 
Questions: Why is the road right next to the garden path? They are trying to keep the disturbed area to a minimum. Jolene: Could a natural fence be installed? Rhonda: The fence could be slightly above the ground to allow animals to go under. Concern that children can climb chain link fences. Was a tree survey done? Yes, in the area that the road is planned for.

Registrar Update

$1500 was donated in assistance funds and half has been given out. More than half of the recipients were apartments residents. Vacancies: one large plot at EH and four at UH. Nine small plots at each site. We will probably see a few cancellations in the spring as usual. More applications are coming in.

Do we want to contribute volunteer time to help the People's Farm control their thistles? Yes, we can work together to help them. It is in our interests to reduce these weeds also. Volunteers can be given workday credit.

How can we organize the juries to be consistent? This is often a difficult problem. We probably need more groups and more follow-ups. Looking for specific problem weeds is a good idea. People on the jury need to be available once a month. Will: What if we scheduled juries like workdays instead? Set the dates biweekly for Saturday mornings. Also, we should give the juries resources and information about weeds. Everyone likes this plan. The juries will be set up like workdays for every other Saturday morning. There will be two teams at EH and one at UH.

A gardener expressed concern about mouse/vole traps catching toads since they will want to go in the PVC pipes. We could add a requirement that the pipes be raised off the ground. Agreed.

Do we want to consider getting wood chip deliveries that could contain black walnut? Juglone breaks down after 6 months in chips. Yes, if this allows us to get chips we should accept them. We could potentially put a sign at the pile.

The Eagle Scout that make the Leopold benches delivered them. There are two in the tree island at EH and two by the fruit trees at UH.

Some gardeners are not aware of the new mouse and vole trapping option. Lily will send this out again.

Registrar Update

There are 10 full plots and 24 half plots open in the gardens. 26 new gardeners have been assigned plots since last month's meeting. Half of all the openings at at UH, which is proportionaly a lot. Many of these are in the shadier A row.

The Seed Fair will be this Saturday from 9-11.

A gardener would like to plant mountain mint in his plot for pollinators. The committee approved this request. Mountain mint is not considered invasive.

Bucky's is adding a $31.50 fuel surcharge every month. This will continue until the priced of gas goes down. They did not tell us about this ahead of time, but we do not really have an alternative.

We should learn more soon about the Physical Plant storage area access road project. The GOC will attend a meeting with the surveyors on April 20th to hear the results of their inital assessment. There will also be a time later this summer for public comments on the environmental impact of the whole visitor center project. The Committee's main concern is safety, both during the construction of the road and after, when it is used by trucks.

A gardener that put down sod in a couple of plots has been asked to remove it. He has asked for the grass to be grandfathered in. Discussion ensued. The consensus of the Committee is that sod is not in keeping with the intentions of the gardens, and is not a cover crop. The definition of cover crops was made more explicit in the 2026 rules, and the gardener agreed to these when renewing.

Ron could not attend, but made a suggestion to improve the EH irrigation update plan. Rather than adding another line to the 300s row for redundancy, the line that goes from the 500s past the People's Farm would be extended up the North side of the hill. This would feed the existing lines from both ends, providing a backup if one line fails, and better water pressure when both are working. Also no lines would ever cross.

Garden Worker Report

One new garden worker has been hired. Her name is Nanci, and Pam and Lily met with her on Monday for a tour of both gardens. We will only be hiring one garden worker at this time.

Registrar Update

There are 23 full plots and 39 half plots open in the gardens. There were 460 renewals, which is average, and a little higher than last year. New applications are still low. We have 49 new gardeners so far this season.

Update on assistance fund: 1/3 of all the money given in donations received has been given out in assistance. Assistance was given to everyone that applied and qualified, and the largest category of recipients was UW apartments residents.

The two Kadco carts that we agreed to order have a shipping charge of $160. With a motion by Karen seconded by Barb A, the additional shipping charge was approved.

The Committee approved the guidelines for snap trapping voles and mice that Lily outlined in the pest guide. Ron pointed out that we should specify that mole traps are not the same as snap traps and are not allowed. The registrar and the weed jury will check to make sure that the guidelines are followed.

Garden Worker Report

We are in the process of hiring more garden workers. Jolene says that the two finalists are going through background checks. One candidate has to reply to this by March 17th. Jolene hopes we will know by early April.

Peace Garden at Eagle's Wing Childcare Center: Jolene says that the Peace Garden at the Community Center needs help. Could the gardens help with maintenance and planning for this to run well? Maybe we could have some workdays there. Some of the leaf mulch from EH could be moved there to keep weeds down. Barb A will talk to a master gardener she knows that did a children's garden. Pam manages the school garden at Randall elementary. Alan says that weeding and basic workdays would be enough to help with this. Maybe both parents and gardeners could contribute to the effort. Lily and Pam will meet with them to work out a plan. They struggle with turkeys in the Peace Garden and fences will not keep them out due to the high fir trees.

Irrigation system: Ron reviewed the email Lily sent to him and Pam with details about the work done last summer and the options for the future. Do the 1300s have problems with water pressure? Not in general, only when the system is being used heavily, which can cause pressure problems throughout the garden. The main line parallel to Lake Mendota Drive is metal and above ground. Larger pipe than those in the garden, maybe 2-3 inches. Ron does not think that adding more lines will not change the overall demand for water and therefore is not a concern for heavier usage. It would be best to build in redundancy. A second line could be added along the 300s coming from the west. This would have to split off from the current line after the concrete slab across the gravel road. Longterm, the two lines could feed alternate rows so that the hill is never totally without water if there is a broken pipe. The 1300s line was done without outside help. Volunteers dug the trench and the line was installed by garden staff.

Registrar Update

So far this year we have 383 renewals and 32 new applications. The deadline for renewals is February 15th, and the number of renewals so far is average. It seems that gardening interest may be down. The number of new applications is a bit lower than previous years. It is likely not related to the plot fees, since they are lower than the fees at other area community gardens.

Lily will be going to the Garden Expo on Friday and will bring garden applications.

Brad, the new director of the Preserve and the other Preserve staff are fine with gardeners using snap traps in plots to control voles. This committee would need to approve this change. It would be nice to feed the hawks any voles that were trapped. We would probably want some requirements around the use of snap traps. Traps should be out of reach of paths, and inside pvc pipe to protect birds. Traps would need to be checked regularly. Lily will write a proposed list of guidelines for the Committee to approve.

The Eagle scout working on the benches for EH and UH Gardens has checked in with Bryn, the Preserve contact. This Committee will need to choose locations for the benches. Next to the granite benches at EH in the shade might work, but those will probably be moved due to the access road construction. The EH tree island is another option. The best UH option is probably by the apple trees.

Lily is writing weed and pest guides for the gardens. She will share drafts with the group but need more photos. Barb likes the emails sent out in the growing season about current weeds to look out for.

Jolene has submitted the pay increase for returning garden employees and asked for a March 1st effective date.

 
Jolene is currently recruiting for a new garden worker and also for a full-time person at the Community Center office. Lily suggested that we could put the garden worker job in the apartments newsletter. Jolene said they could try this, but it has not been very effective in the past.

 
Opening day will be April 4th, and carts and tools will be out. The Seed Fair is later due to holidays (April 11th). Sandra will update the website.

Registrar Update

So far this season there have been 187 renewals and 18 new applications . New applications are a bit low. The financial assistance program has been very successful, with a lot of generous donations. We may consider not accepting aid next year or suggesting a small donation amount. Many people receiving aid are residents. Lily added a note to the Apartments newsletter about the assistance program which stated that names of recipients and donors are confidential. A couple of things to note: People applying for assistance should be asked to omit payment with their initial applications since the amount will likely change. Lily is reserving funds for new applicants in the order they applied, along with renewing applicants so they are still eligible on the same first-come, first-served basis.

Jolene has had a button for the Gardens added to the Foundation website. This is the only tax-deductible way to donate to the gardens, so we will make it available to anyone who is interested.

Budget review: Due to a system upgrade, no financial reports have been available since June, 2025. Lily has reviewed the budget to provide the best estimate she can of where we stand. We probably entered the current fiscal year with about $28,000 in the account and we will likely come out in line with the budget. The financial assistance funds are tracked separately and subtracted from the budget.

Garden Expo: A staff member at Eagle's Wing has asked if we would like to share a table at the Garden Expo on Feb 13th. Lily will go and bring along some applications. We will also donate some non-viable seeds for a craft activity.

Hiring

Jolene reminded everyone that TE positions must now have an end date. Pam and Lily are returning next season, but Nick and Zach are not. This means we have two positions to fill. We could recruit and/or do a direct hire. Ron may know someone, and will look into it. The transition to the new system has also slowed down hiring. Jolene will put in a request for a recruitment tomorrow.


Ric asked about water system plans for next year

We need to consult a plumber about water pressure before adding a second line to the main path. Ron has some experience with this and volunteered to help. Lily will email Ron and Pam about the project.

Lily and Pam left the meeting before the wage plan was discussed

A 3% wage increase for returning employees would be in line with Campus. Discussion ensued. A 4% raise was approved for current employees.

Registrar Update

Lily has been making seed donation requests. Some companies are now using third party websites to handle their donation processes and it is more difficult to qualify or be accepted than previously. However, we've already received some nice seeds and expect some more. The bulk seed purchasing and repackaging went very well last year. The seeds from Fedco were good quality and gardeners liked them. We should purchase more this January when the new catalog comes out. Lily will take inventory of the seeds we have left from last year's purchase and plan another order. Broccoli and Kale are always popular and run out quickly. We will also purchase small seed envelopes for the repackaging. A budget of $400 was approved for this.


Lily has placed the work order for the mulberry tree pruning per the three-year thinning out plan. This will happen in the fall or winter.


Swap accepted most of the items we wanted to get rid of today.


The Seed Fair will be on Saturday, April 11th.


We will plan on regular, scheduled path weed whacking to solve the problem of people planting outside of borders. Gardeners will be notified about this. It was noted that many gardeners try to dig up comfrey. It would be good to share more information with gardeners about comfrey. The tap roots are so deep that digging it up is pretty futile. It makes a great mulch though, and gardeners can be encouraged to use the leaves for this.


The Eagle Scout that originally wanted to build Leopold benches for the gardens didn't get back the Preserve about the project. However, a new Eagle Scout reached out to the Preserve about building four. The scout would like to add memorial plaques to the benches for family members. A couple of years ago, the Garden Committee looked into putting up our own benches with memorial plaques for long time gardeners that had passed away. We were told that any request would have to go through the University and memorial benches are $10,000 each, so we were not able to proceed. The Committee decided that although it is a nice idea, we could not accept the benches from the scout with plaques since we aren't able to have plaques for gardeners. We will let the student know that we would be happy to have the benches if they are still interested but understand if they are not.


Garden Worker Report

No garden workers were able to attend the meeting, but there is not much happening at this time of year. The tools and carts will be put away before we have heavy snowfall.

Ric noted that the rabbit population was very large this year. Everyone has really struggled with rabbit predation on plants of all kinds. The only really protection is chicken wire or other rabbit-proof fencing around plants.


There will be no meeting in December this year. We will meet next in January.

Registrar Update

Should we consider a penalty for gardeners digging outside of their plot borders? A waterline was damaged last week when a gardener dug up the path. Gardeners could be given a flat fine, be asked to cover the cost of repairs, or be required to do an extra workday. We do not want the penalty to be too punitive. Discussion ensued. Ideally the requirement would be general, so that it could be applied fairly, and all gardeners would have the same expectations for not planting or digging in the path, not just those close to a water line. The committee will revisit the topic next month. Garden staff could also routinely weed whack up to border posts.

Pam and Lily cleaned the EH shed. There are a number of items we could send to Swap: A generator, an apple press, sprinklers, and other items. With a motion by Ann and seconded by Barb A the committee agreed to offer these to Swap.

Ric and Lily spent some time on cart repair. A new cart is $400. An individual new wheel with no tire is $70. The committee agreed to budget for 1-2 new carts per year to use at both gardens. Existing carts should be repaired and maintained, when possible, with the cost of components in mind. Two new carts will be purchased for 2026.

Gretel and a group of volunteers will be doing plot checking at EH. They have requested the purchase of reflective tape and a small printer for marking posts. A budget of $100 was agreed upon.

We could consider doing more waterline work at EH next year, since we have about $4000 worth of parts and knowledge of how to install these lines. A second main line could be added to the 300s. The cost of this would probably be an additional $1000. Everyone liked this idea, and Lily will research the project more to share further information.

Garden Worker Report

Pam said that the season is wrapping up and there is not a lot to mention. Many treasures were found in the shed. Zach has moved out of EH and has not been around as much but mowed the borders one more time.

The request for the water to be turned of will be on Oct 21st. However, the process has been more automated by Physical Plant in the last couple of years. The closing date will be later because leaf deliveries are late.

September 10, 2025 7 PM

Minutes With a motion by Lily and seconded by Ann the August 2025 minutes were approved.

Presentation by Rhonda James from UW Landscape Architecture regarding access to Physical Plant storage facility south of EHG.

With the construction of the new Frautschi Center for the Preserve, Grounds needs a new entrance to their storage facility. The only option is to create a second road parallel to the south road at EHG that goes to the weed/leaf piles. The new road would run parallel to the garden road and veer off to cut through the berm into the storage area. There are a variety of concerns, with safety being foremost. There would be a fence separating the roads for the entire length to protect people on foot from trucks. The entrance would be reworked. Currently there are a lot of issues with drainage and water runoff from EH drive. It would be nice to resolve this as a part of the project. Construction will likely begin in the spring of 2026. A construction fence will be up for the project.

Registrar Update

Lily suggests adding castor bean to the list of prohibited plants. The committee agreed.

Lily met with the Bee Hotel group. The project will be managed by a graduate student in entomology that will be at the UW for another 2.5 years. At that point the project will be evaluated by the garden and the University to see if it should be continued. The student will monitor and maintain the bee hotel quarterly. The suggested location for the bee hotel is in the daylily patch by the EH shed. The committee discussed other bee hotels in the gardens. It was decided that only bee hotels that are part of a Preserve-approved research project will be permitted in the gardens. Any other bee hotels must come down. Barb A pointed out that the daylily patch needs to be cleaned up. Lily is having a volunteer work on this.

The 600s row needs to be redrawn like the 500s row was last year. The committee agreed. Lily will draw up a proposed map.

A gardener wants to volunteer with a group of coworkers to do a workday in the gardens. The committee decided that this would not be allowed in common areas. The gardener can do this in her own plot however.

A trail camera in the 1300s row caught images of produce theft. Initially the gardener was asked to remove the camera to comply with Preserve rules. However, the new director of the Preserve said that trail cameras are permitted, and gardeners can have them. The UWPD is also ok with this. Theft has been a serious issue lately. The garden committee can decide on the garden's rules regarding this. The committee was undecided at this time and will revisit the issue.

Garden Worker Report

The 1300s water line has been replaced and is mostly done. There are a couple of small leaks but they will be fixed tomorrow. The committee was impressed by the work.

August 13, 2025 7 PM

Registrar Update

There are seven vacant plots at UH and one applicant in line for EH. The applicant will probably be assigned a plot this week.

Bean beetles have been reported at UH but not at EH so far. There are questions about buying parasitic wasps this late in the season. We order them from the NJ dept of Agriculture, and once they arrive it takes a while for them to have any effect on the bean beetle population. It may get cold before any benefits are seen and the wasps don't survive frost. Barb A suggests asking entomologist PJ for advice. She will share his contact information with Lily.

GreenFund, a sustainability organization on campus, has proposed putting a bee hotel in EHG near the entrance. Barb A suggest caution regarding bee hotels because if they are not properly maintained and cleaned they can harm bees. She will share information with Lily about this and Lily will ask for more details at the meeting with GreenFund.

The temporary food service permit has not been approved yet for the tomato tasting this year as new questions have arisen. If the tasting is held, any participants that are not UW students are employees will have to sign an assumption of risk form. Only trained employees will be allowed to handle or cut the tomatoes. The committee decided not to hold the tomato tasting this year.

The draft of the 2026 application was reviewed. The detailed ground cover definition was approved. The pilot financial assistance program was discussed. The committee liked the income brackets used that are based on Dane Co. housing assistance brackets (like the Gardens Network uses). Half fee and quarter fee assistance will be offered while funds last. The same priority system that is used for applications will be used for financial assistance. Any leftover funds will be carried over into the next year. Since this will be the first time the program is trialed, we will have to see how it goes, both logistically and with regards to donations and assistance applications.

Lily proposed an anti-theft sign for the gardens. The committee approved. She will make this sign in English, Spanish, Chinese, and Korean.

The lengths of hoses needed for UH were measured. In total we need about 1500 ft of hoses for the garden. If we buy 500 now we can replace the ones that need it the most. Heavy-duty contractor hoses (Gempler brand) would be ordered. Karen proposed a budget of $1000. Barb A seconded.

Garden Worker Report

Pam has been using the new mower at EH. She'll be leading a workday next weekend. How long does it take to mow the gardens? Pam said that EH takes eight hours and UH takes two and a half hours.

Nick said that work is being done on the 1300s water line, including the shutoff to the Grounds Nursery water line. The length for the new line was measured and work will begin soon. A ditch witch may or may not be needed for the trench.

The green mower is still broken. There is the BCS tractor that Dining uses that belongs to the garden. Perhaps this could be used to clear brush.

Barb A reports that the black and gold bumble bees like the comfrey by the arbor garden and says thanks for not removing it. Also, Mark has found another umbrella for the picnic tables at EH.

The windrow composting is not working on the concrete pad due to lack of heavy equipment and gardeners dumping weeds outside of the area. Moving the composting down the hill to the Dining Farm may be necessary.

Lily will bring the natural playground proposal to the next GOC meeting.

Registrar Update

A meeting was held about the leaf mulch situation with Teri from Shorewood, Rhonda, Lily, and Malachi. The meeting went well. Although we can't get any more leaves this year, we can expect to get more loads that last year in the fall and they will begin deliveries earlier.

There area a few empty plots at UH. There are three people on the waitlist for EH.

The Garden's Network reached out about the possibility of a tour at EH for people from outside of the gardens. Lily would give this tour if we did this. The Committee approved.

The windrow composting will begin soon. The tarps that we ordered have arrived. The pile for UH has been moved.

We received a proposal from a gardener and teacher at Eagle's Wing about the possibility of a natural play structure. The two locations proposed were either by the sandbox or in the former 400s. Lily will share the proposal. The Committee agreed to the play area pending approval by the GOC.

There have not been reports of bean beetles yet this season. The Committee approved the purchase of parasitic wasp larvae if they are needed this season. Motion by Ann and seconded by Karen.

Garden Worker Report

Pam is doing a lot of mowing. She has also led some workdays. Zach is using the riding mower for the main paths and edges. Zach also repaired the share shelf with Chris (volunteer) and is now waiting to get some paint to finish the shelf. Hopefully the other one can be completed this season also. Zach also power washed the memorial while working on the shelf.

Pam, Lily, Zach, and Nick will meet on Friday to talk about the 1300s water line project.

Karen proposed buying a new mower, since we are having so many issues with the current ones. Zach suggested a Toro might be a good option. Pam would prefer a lighter mower. Lily will check with Sean in Apartment Facilities to see if their team has any recommendations. The Committee agreed to a budget of $500 for a new mower. Motion by Ann, seconded by Karen. It was decided that an electric mower would not be powerful enough to get through the tall grass.

It was agreed to plan for the Tomato Tasting in late August. Lily will apply for the temporary food service permit.

Registrar Update

A gardener suggested we have a guided tour of the gardens. Discussion ensued. What about having an open house? Does the gardener who suggested this want to be involved? Lily will find out. Maybe we could do this later in the season.

Another gardener suggested we have accessible raised beds. After discussion, we thought if it was possible the plots would have to be at University Houses because it is close to the parking. The real problem is the lack of a paved p[ath to the plot area. The rough paths could be dangerous. Jolene suggested we talk to the McBurney Center for advice. Lily said she would ask.

The committee approved a graduate students request to dig for Japanese beetle grubs in the common areas of the garden after they get the proper permit from the Preserve.

Budget review for 2025-2026

After reviewing the proposed budget for next year which is the same as last year, the committee agreed to accept it. We are slowly spending down our surplus. We also have the UW Foundation account for capital expenditures.

The porta potty expense has gone up a lot. There was discussion about putting it behind the shed a little so it might see less use. There were some concerns about proximity to garden plots and the smell. A decision was not made. There was a discussion about the hoses at University Houses . Some of the reels are lacking springs, which keep the hose from kinking. It would be good to make sure all have springs and are in good order. We should take an inventory and get the supplies we need for this soon.

A University Houses gardener has covered the plot in sod. The gardener stated that this was not against the rules. After discussion, the committee decided this is not within the intended purpose of the gardens. As it is not exactly against the rules, it will be allowed for the season. The rules will be modified for next year to not allow sod. It will have to be removed next year. Lily will send the proposed rule change about what is allowed by email.

Mulberry Tree

Physical Plant says the tree is healthy and has provided us with two choices: Thin the tree over three years or remove the tree entirely during the winter.

Lily asked the people near the tree and was surprised that the people near it wanted to keep it.

Cost-

Thin the tree over three years- $450 per year

Remove in winter $3400. (There is a problem with removal that there might be damage to the water line that heavy equipment has to cross.

The Committee agreed to have the tree trimmed over a period of three years.

Garden Worker Report

Pam said the self propelled function of the mowers do not work and one mower is very heavy. The mowers are going to be fixed. Zack and Nick are using the dining riding mower for the main paths. The riding mower is set up for us to pay for gas. We need to have the mowers checked at the end of the season so we are ready for spring. The mowers are 5 years old and have had hard use because the gardens are so large. We should think about a replacement schedule. We need to check the brand and cost of a new mower now. Pam would like to replace the lighter mower first.

Shorewood did not deliver all the leaf mulch they said they would. Lily will try to have a meeting with Shorewood to figure out the problem.

What is the status of the benches that the Eagle Scout was building for the gardens? Lily will check with the person.

Registrar Update

Lily says there is now a waiting list for EH gardens. There are 3 open plots at UH, but they are shady.

A former Eagle Heights gardener is teaching a class about growing watermelons in northern climates at an off site location. They ask if the committee would be okay informing tour gardeners about this opportunity. The committee agreed.

Another gardener would like to try repairing a cart bed with a mesh screen and fiberglass. The gardener has the supplies to do one cart and see if the repair will work. If the repair works, they would like the supplies to do more carts for their workday. The committee agreed this was a good idea.

The garden juries will start soon and there will be a second walkthrough 2 weeks later.

Windrow Composting

The windrow composting project will need Malachai’s support. The Committee agreed we will need a written agreement with the Dining Farm before we proceed. Some questions remaining are; Who will buy the tarps? What will the schedule be? ( The committee is concerned that adding more tasks to the Garden Working is unsustainable.) The proposal by Malachai that the gardens keep the ride on mower filled with fuel may not work because we get the fuel from Housing. Jolene will check about the gas.

The composting will work by building the row, putting on the permeable canvas top and not turning the pile.

University Houses also has a huge weedpile. Maybe we can do it there too.

Garden Worker Report

Pam said the mowing has begun. She is planning one workday during the week and one on the weekend for the season. Nick also thought that schedule would be good. Some support posts by water risers are missing. Nick will check on the missing posts.

Zack and Chris (a gardener) will be repairing the share shelves. More wood than expected will have to be replaced.

Pam and Lily fixed the leak in the water line last week. They need more risers and faucets to complete repairs.

Motion by Ann and seconded by Karen to spend $200 on the needed plumbing supplies. Motion carried.

It was noted that there is a second probably buried water shut off on the 1300 that goes to the east nursery area.

Road Erosion

The Committee would like an update from the GOC about the road erosion. Eagle Heights Drive drains down the road through the pedestrian ramp past the shed. In a big storm, a lot of water comes down the road causing large ruts. We know that gravel has been added, but the road continues to wash out.

The drainage from University Houses parking lots also terminates near the weedpile.

Zack said the ditch has been extended to the west along the road at the back of the 100’s.

Motion by Ron and seconded by Barb A to agree to the windrow composting if a written agreement is signed by the Dining Farms. $1000. Is approved for tarps, fencing and other supplies.

Registrar Update

Lily says that the gardeners of 234 plots came to the Seed Fair. The bulk order of seeds was a good idea. We did not run out of spinach. Lily proposes we buy kale and broccoli seed in bulk for next year.

There is a proposal for an Eagle Scout to build Leopold benches for the gardens. The committee decided 3 or 4 would be good. We need to decide where they would go in the common areas of both Eagle Heights and University Houses.

Lily would like to purchase some 33 gallon galvanized garbage cans to store row cover in the shed. Discussion ensued.

The person conducting a study about apple pollinators is now applying for a UW Permit.

There is a meeting with the UW Plumbers at 10:30 on Friday. Lily and Nick will be there.

Garden Worker Report

Pam said not much has happened yet except she has been picking up trash.

Nick and Zach stabilized the Share Shelf at Eagle Heights. They think the current shelves are unsalvageable. The white shelves outside the large door of the shed should be used instead. Jolene suggested we ask a gardener to switch them out for a work day. Zack said he would help too.

Questions about the proposed financial assistance program were asked. Discussion ensued. Lily said she will bring a written proposal draft for review before next year's application time. We will use the Gardens Network Guidelines and ask the applicants to self report their status and take their word for it.

Windrow Composting

Malachai was unable to attend. Lily shared the draft proposal. We will need an agreement with the Dining Farms about coordination and also use of their large mower for the main paths. What will happen if we overload the cement pad? Shorewood has agreed to move the excess to the Dining Farm area. Lily will send the draft documents to everyone so we can make a decision.

Registrar Update

Seed Fair April 5, 2025

Lily said 452 Gardeners have renewed their plots and we now have 75 new gardener applications. We have 19 full and 17 half plots empty. Most of these plots are not the best.

The no workday fee of $45 has been paid by 179 gardeners. The average is 150. 60 gardeners abandoned their plots last year compared to 45 the year before. The average is 50.

The mulberry tree evaluation purchase order to Physical Plant has been approved and we are awaiting their response.

There is no update on the windrow composting project on the weed pad because the GOC meeting was cancelled.

Garden Worker Report

Nick reports that the new Garden Worker Zach will start March 15th. Nick and Pam will start explaining the duties on March 19th. Pam has been looking at our Weed Wackers and has made good progress. She also cannot get horse manure at the time.

Policy on Financial Assistance

Ric asked if the policy was in final form. Lily suggested we work from the draft presented to us. The committee agreed this was a good start. Discussion ensued. One question was, can a gardener use the plan 2 years in a row? The policy would be first come first served. The policy needs to be in place by December 15 of the year.

At other area gardens run by the Gardens Network, they use a sliding income scale for lower fees. The committee agreed that we will give some guidelines but we need to trust people. Jolene suggested that a gardener applying for a second year will have lower priority over a new applicant. The Committee liked this idea. Lily will keep track of the donation money in the general fund. The new policy will not offer three workdays in exchange for plot fees.

Additional topics

The soil is now 40 degrees. Some gardeners are now planting spinach.

There was discussion about gardeners helping each other when one was on vacation. Gardeners need to help each other and keep watch on neighbors plots when they are gone.

Registrar Update

Seed Fair April 5, 2025

Lily said 388 Gardeners have renewed their plots and we now have 44 new gardener applications. She thinks there is less interest in gardening compared to previous years.

Lily will send an email to the discussion list for volunteers to do new gardener orientations.

The Committee agreed to make Opening Day and the Seed Fair on April 5th. Lily thinks this might save some of the tools from damage when gardeners try to dig into frozen ground.

Lily proposes to remove the deadline to pay the no workday fee. Previously there was also a financial penalty that we no longer have. The gardener would still have to pay the no workday fee before being assigned a new plot. The Committee agreed.

There has been a request for help with the plot fee. The gardener changed status. Discussion ensued. There is a real threshold for asking for help. Jolene said we need to say this is available if we provide it in the future.

The Committee decided to develop a program for next year for a limited number of spots and the procedure for applying to the Registrar. The number of sponsorship spots available will depend on the amount donated by other gardeners. For this first request we are offering the gardener in need the chance to do three workdays in exchange for the plot.

Lily said we have been offered a sand excavator toy for the garden. Should we accept it? The Committee thought it was a great idea.

Compost

At a previous meeting there was discussion about providing compost to the gardeners.

Lily found that the price has doubled since we previously bought it. Giving all plots 3.5 cubic feet (½ a cart load) would cost us $5000. Malachai will propose the windrow composting system to the GOC at the next meeting. This compost would be cheaper and would work.

If we could also get fresh horse manure in the fall again, that would also be a solution as it would be ready to use on plants by the spring. If we could find a source of horse manure, UW Physical Plant would transport it for us if the farm would load it in their truck.

We should pay someone to evaluate the mulberry tree. The branches are obstructing the path. It would be best to act while the ground is frozen. Lily will put in a work order with PP to ask for an assessment and quote for removal.

Garden Worker Report

Jolene said the process has been started to hire a third garden worker and the target start date is mid March. Pam said not much is happening in the garden in winter. Jolene asked that any needed supplies be ordered soon. Pam is checking the charger of the weed wackers before buying the new batteries already approved for purchase.

Registrar Update

Seed Fair April 5, 2025 and Seed Sort January 20, 2025.

Garden plot renewals are at the same pace than previous years but new applications are lower. Lily will advertise in the UW Housing Apartment newsletter. Blue Moon Farms will again do our cool and warm weather plant sales. We are receiving nice seed donations. Gardeners asking for less strenuous work days will help with the more extensive seed repackaging.

Lily asked if the committee thought a postdoc was classified as student or staff. The committee agreed postdocs are students.

Workday Report so far

195 gardeners participated in garden worker lead workdays, 142 have paid the no workday fee and 73 have not done anything yet. This is following the same trend as previous years. We will have the final report after Feb 15th.

Food Pantry

Andrew with UW Housing connected Lily with Open Seat Pantry, which is a food pantry on campus for UW apartments residents and students. They will provide a collection barrel at Eagle Heights Garden. The pick up time will be 4pm Wednesday at Eagle Heights Garden.

Request for Blueberries north of E8 at University Houses

A gardener has asked about planting blueberries in this space. This is a difficult space due to shading and walnut trees. After discussion, the Committee decided to come up with a plan for the north tree line before acting.

Budget

We have reserves for next year and can pursue the new water line up the 300’s.

UW Plumbers have our request for a consultation but we do not have an answer yet.

Compost

There was a discussion about buying compost for both gardens. The idea would be 1 portion per plot at no cost. Lily will explore the idea.

Gardening on a Budget

Lily is working on some information for gardeners on gardening on a budget. She would like people to understand that gardening need not be expensive.

Garden Worker Update

Pam said that the carts and tools were put away by December 1st. Pam will be returning to the garden. A friend of hers is looking at the weed whackers and trying to fix them. Pam will get the chargers looked at too.

Recruitment and retention

Jolene said that since HR has put an end date on TE appointments and that Lily, Pam and Nick are returning. A resident gardener is interested in the 3rd position. Discussion ensued. Pam thinks three garden workers are good. Jolene will start the process with the person interested in the Garden Worker position.

Jolene said January is the month the Committee decided to take action on retention raises for staff. The employees left the meeting. Discussion ensued. The committee decided all returning gardens would receive a $.50 raise per hour. Jolene said she is not sure when the raise will take effect as this is HR’s decision. The new garden worker would be hired at $17 per hour.

Registrar Update

Important dates for next year are: Seed Fair April 5, 2025, Seed Sort January 20, 2025.

Seed donations are underway. So far we have received three boxes.

As we previously decided, we will buy direct sow seeds like spinach, bok choy, chard, and perhaps something else for distribution at the Seed Fair.

Fedco seems to have the best prices and the order. Will be placed in January when their new catalog (and price updates) are available. The committee previously discussed a potential budget of up to $500, but the purchase will probably be under $200.

So far 98 gardeners have not done a workday yet and 122 have paid the fee which is the same or a little better than other years at this point. We will know more in February, after the renewal deadline, when the statistics are for this season.

The tree removal is going well. Ron’s sapling puller works very well and there is one in the shed too. It is much easier to remove trees when they are young.

We would like to ask the UW Plumbers for a consultation about the new second line up the main path at Eagle Heights. We would like their professional input before we start the project. Lily placed a work order with Physical Plant to start this process but we have not had a response yet.
Lily has requested horse manure from Crest Haven Farm. Physical Plant is willing to haul this for us if Crest Haven will load it. However, Crest Haven had not replied.

Shorewood did take some of our weeds to Purple Cow, which Purple Cow accepted. They have fulfilled their part of the agreement this year. We will have to get someone else to take the rest of the weeds away. It would probably be in our best interest to have a start date for getting leaves from Shorewood at both gardens. Shorewood did take leaves to Purple Cow before giving them to us.

Theft

A lot of large scale theft has been reported in the garden with all the squash and cabbage being removed from a few plots. Discussion ensued. There was an extensive discussion of trail cameras. Jolene said the Preserve and the UW Police University would have to approve and that would be difficult. More discussion ensued. The Committee agreed that this is a difficult problem to solve.

More signage was recommended in several languages. "These gardens are owned by individual gardeners and removal of vegetables and supplies constitutes theft." Jolene suggested that there be a regular article about the gardens in the monthly newsletter. She said new residents arrive every day and know nothing about the gardens. This would also include an invitation to get a garden plot.

Mulberry Tree

Before she retired, Laura Wyatt said this was an invasive tree, but did not take any further action. Discussion ensued. The tree is leaking sap from the trunk. The symptoms point to slime flux or bacterial wet wood in the trunk and limbs, but the tree still needs to be evaluated by an expert. Jolene said maybe UW facilities or Grounds could do the assessment. The Committee agreed that if the tree was to come down, it would need to be done in the winter.

University Houses Pollinator Garden

Carol is starting a pollinator garden in the Northern half of F3, which is no longer a plot. She plans to start and maintain the garden with volunteer help. She asked about putting the following native plants in the garden. Ninebark is a shrub that can grow to 8 feet but hosts native butterfly caterpillars. Stinging nettles are another host plant. The Committee said no to the ninebark because it is probably too big and also no to the stinging nettles because they could spread to other plots. The Committee agreed to an allowance of $50 at Prairie Moon Nursery for seeds for the pollinator garden.

Garden Worker Report

Lily read a note from Pam, who could not attend. She has been cleaning up the blackberries at University Houses and also the blackberries and raspberries at Eagle Heights. It has been a great year but things are winding down.

Nick reports a lot less work to do this late in the fall. He has been leading the last couple of workdays clearing plots and covering them with leaf mulch. He is concerned about the leaning share shelf and would like to take it down before it falls down. The plan is to salvage the top and put it back next year. Lily and Nick will check the shelf next week. The bottom could be rebuilt using tee posts as anchors. We would call Diggers Hotline first.

Malachai from the Dining Gardens would like to revisit the discussion of sharing their ride-on-mower with the Community Gardens. He was not available this season to start the windrow composting, but a lot of our weeds have been moved to his area.

It has been suggested that the UW Plumbers help us to install a second main line up the path. This should be discussed at the next GOC meeting, which is the 3rd Friday from 10 to 11am.

Motion by Ann and seconded by Barb A to get the second line plumbing project started.

Motion passed.

The GOC has also requested that a garden representative attend the GOC meeting.

Revisions to the 2025 Garden Application

The main revision is the rule change that will not allow new gardeners to get a non-organic plot. Present gardeners can retain their non-organic status. At present there are 8 non-organic gardeners at University Houses. All of these gardeners are English speakers. Next year all gardeners using non-organic methods will have to keep records and use of non-organics will need to be reported to UW Environmental Health and Safety thru the Registrar.

Boundary Changes to the 500’s

Proposed changes to the 500’s row were well received by the present gardeners and will be implemented sometime this fall

Weed Wackers

New batteries are needed for the weed wackers and cost $175 each. One of the weed wackers does not work at all and needs a couple new parts which come to about $50. One of the problems with the batteries could be that they are plugged in all the time. It was suggested using a timer for the charger to avoid this problem. Also the batteries should probably be stored in the office over the winter out of the cold.

Motion by Karen and seconded by Ric to buy 4 new batteries and the new parts for up to $1000. Motion carried.

Garden Worker Report

Pam is trying to get the last workdays done. Mowing is finally slowing down. She has been making paths through the blackberry patch at University Houses. The hoses are put away at University Houses and the water is shut off at both gardens. Nick has been doing cleanup and workdays.

The committee asked the garden workers if they were returning next season. Pam will be back and Nick will probably be back. It was remarked that the gardens have looked especially good this year.

Barb A said the new spigot behind the Arbor Garden is especially slow. Nick said he could exchange it for a different one. Also one of the umbrellas is broken. Nick said we have a spare umbrella in the shed.

There is a tree on the removal list entwined with a grape in the Arbor Garden. Barb A said it is okay to remove the tree. Barb A requested some help in the Arbor Garden. Pam volunteered.

Motion by Ann and seconded by Karen that garden workers can work in the Arbor Garden. This will be a good opportunity for Barb A to share her knowledge of the garden.

Spigot risers and posts

Ric presented a list of all the water spigots in the garden and the condition of the supporting posts. Some are completely missing and some are too far away. A spigot without a post is more vulnerable to damage. Ric volunteered to make brackets to have the spigots better supported. The committee liked the idea. Nick said there are still a couple of underground leaks which will probably not get fixed until the water is on again in the spring.

The budget for next year is available for review. So far we have spent about $7500, mostly on wages. We have a budget of $3000 a year for plumbing and we have not spent most of it yet. Actual revenue was close to the projected revenue in this year’s budget. We will know how many people are paying the no work day fee in January.

We still need about 100 workday shifts for this year, but there is still time to have them.

Redrawing the borders of the 500’s row

Lily shared the proposed redraw of the 500’s to make the borders less confusing. She also proposes to leave half of 514 fallow due to severe flooding this year.

Motion by Ann and seconded by Karen to approve the 500’s border redraw. Motion approved.

Closing Day

Garden closing day will be in November and a post Thanksgiving Day tool put away is planned.

Seed Fair 2025 will be Saturday April 5th.

Seed repackaging will be January 20, 2025.

Weed pile

The weed pile was moved to the Dining Garden by Malachai and Tary from Shorewood.

Garden Worker Report

Nick said he has been working on plumbing projects. He still has a couple of underground leaks to fix. He said he needs to schedule more workdays. Sam said getting workdays done is her priority. Pam and Lily fixed some plumbing also. It was noted that if we have a surprise freeze, turning on all the faucets a little bit will keep the pipes from freezing.

There was general discussion about the plan for a second line up the main path at Eagle Heights. Perhaps we should ask Physical Plant for advice about how to proceed.

There was also a request for horse manure.
